Her appointment and continued survival in government, despite her obvious incompetence and shocking manners, is widely attributed to her having positioned herself as the ultimate Zuma loyalist.

Joemat-P is only fit for cleaning fish or picking grapes in the Cape. Raw is the only word which comes to mind. Richard B

I understand a 2 stage tender process is sometimes used to fairly evaluate offers.
Ie the technical offer and commercial offer are in seperate envelopes at time of tender close.
Only after the technical offer is fully evaluated for compliance and graded/ranked is the commercial offer then opened.

Do we have any tenders run this way??
