They had a similar problem in Moscow but it was US$100 a pop and getting more expensive every day. They used an undercover op to catch one poor traffic cop and made an example of him in 2006. He went away for 10Y but the taxi driver who was "just going to the metro station near his home for ciggies" ended up with 7Y. Worked for a while (Moscow traffic cops actually started saluting again) but the "tariff" quickly shot back up to "normal"... May be worth a try...

And some worry about @pigspotter. I've yet to meet a metro cop who is not on the take.

Editor's Note
All it would take to rid the Metro Cops of corruption would, should and must be refusal by motorists to part with any unreceipted cash... stand up and be counted, we all take the tickets and clog the courts for years after all the courts are already clogged.
