A member of my family had an experience with Cell C that echoes elements of this one - though thankfully not as bad.
He's a very occasional cell user and took up a Cell C contract because of attractive terms and the chance to upgrade his phone.
Immediately after commissioning the SIM card, he began to receive a string of SMSs relating to the previous owner's financial woes ... unpaid TV licence reminders, overdrawn account notifications, final demands from lawyers etc etc - many of them delivered in the dead of night.
So it seems that this too, was a "recycled" SIM card ... and not very well recycled. With Cell C, it seems that you may inherit the fallout from the previous SIM owner's indiscretions. Caveat emptor.
